Vitaly Anatolievich Nomokonov

Nomokonov Vitaly Viktorovich, Doctor of Law, Professor, was born on the 23rd of January, 1949 in Vladivostok.

In 1971, he graduated Far-Eastern State University. In 1971 – 1974 he studied at a post-graduate school of FESU. In  1975, at Sverdlovsk State Juridical Academy (nowadays, it is Urals State Juridical Academy) he defended his Candidate of Law  thesis on the topic “Problems of Free Will in Criminal Law”, his scientific guide was the Head of Criminal Law Chair, Doctor of Law, Professor Plekhan Sergeevich Dagel.

In 1989-1991 he competed for doctoral degree. In 1991, at Moscow Juridical Institute (nowadays, it is Moscow State Juridical Academy by O.E. Kutafin) he defended his doctoral thesis on the topic “Criminal Conduct: Mechanism of Determination, causes and Responsibility”.

Since 1974, he works at Far-Eastern Federal University, starting with the position of an assistant. At present, he takes a position of Professor at Criminal Law and Criminology Chair of FEFU. In 1975 – 1989, he worked as a Deputy Dean of Law Department of FEFU. In 1996-2011, he was appointed Deputy Chief of Juridical Institute of FEFU on Scientific Work.

In 1994 – 2000, he took the position of a Chairman of the Dissertation Council of FEFU, specialized in 12.00.08 (Criminal Law and Criminology, Criminal Executive Law).

Since 1997 up to nowadays he leads Organized Criminality and Corruption Research Center at Juridical School of FEFU, founded and maintained by the grant of the Ministry of Justice and American University (nowadays, it is the grant of US State Department and George Mayson University) of USA.

In 1999, he was awarded a breastplate “Honored worker of higher professional education of RF”. In 2010, he was awarded Academician Artobolevsky medal by the Executive Committee of the “Znaniye” Union of Russia.

He is a Corresponding Member of RNSA, Vice-President of Russian Criminological Association, Chairman of Primorsky Department of Russian Criminological Association, member of the Editorial Boards of the bulletins “Legal Politics and Legal Life”, “Russian Criminological Outlook”, “Investigator”, “The Library of Criminologist”, “Prologue”.

He is a member of the Public Council of IAD of Primorsky Kray, a member of expert group of Corruption Counteraction Commission of the Legislative Council of Primorsky Kray, a nominee to the membership of the Expert Council of the Government of RF.

The sphere of his scientific interests is problems of causality and responsibility in criminal law and criminology; causes of criminality in Russia; problems of organized criminality and corruption counteraction.

Within the several last years, he continues his studies of transnational organized criminality (TOC) as a scientific research direction.  At presents, he takes an active part in research of anti-corruption monitoring, forming and realization of anti-criminal and anti-corruption politics in Russia.

He is an author of more than 320 scientific, educational and methodological works, including several monographs, course books and manuals in the sphere of criminal law and criminology.
